Opening Statement

We are pleased to present the fifth annual Municipal LGBTQ Equality Index, which evaluates municipalities' investments in the LGBTQ+ community across Israel. The Index embodies The Aguda's core values of respect, equality, and inclusion. It highlights local engagement in education, municipal infrastructure, welfare, public visibility, and culture for the LGBTQ+ community. This year's Index was conducted under limited conditions due to wartime events. We have endeavored to recognize municipalities' efforts in the months preceding the conflict, surveying forty cities, regional and local councils, and settlements. We extend our heartfelt appreciation to the LGBTQ+ coordinators, council members, community organizations, and local communities for their dedicated work promoting LGBTQ+ rights at the municipal level. Their commitment to providing services and advocating for equal rights in cities and councils nationwide is invaluable. The past year has presented unique and significant challenges alongside the achievements highlighted by the Index. The judicial overhaul has introduced uncertainty regarding LGBTQ+ rights, creating tension between municipalities and the central government. Despite this, many municipalities demonstrated unwavering support for the LGBTQ+ community, issuing declarations of support and pledging to continue their advocacy even in the face of potential funding cuts or adverse legislative changes. These municipalities recognize the importance of maintaining a safe and inclusive environment for all residents, regardless of central government policies.
