Index Objectives

For the fifth consecutive year, The Aguda seeks to measure municipalities' policies, services, and responses toward the LGBTQ+ community. The objective of the Index is to prioritize engagement with the LGBTQ+ community at the local level and assist municipalities in formulating a systematic and beneficial work plan. Measurement serves as the tool to achieve this goal by examining key areas: education, municipal infrastructure, welfare, visibility in public spaces, and culture. The Index aims to scrutinize these areas because each involves numerous ongoing daily interactions between the municipality and its residents. By dividing the Index into specific areas, we can evaluate the municipalities' activities across several criteria rather than solely focusing on the number of events held. Data from the 2022 Index indicated that the education sector received the lowest average score among municipalities. Consequently, this year, we decided to emphasize this area, adding sections and increasing its overall weight in the Index score. This is intended to encourage and enhance educational activities for the LGBTQ+ community. This year, the ongoing conflict created a challenging reality that required adaptation and flexibility. Additionally, many coordinators responsible for completing the Index were called up for reserve duty or engaged in emergency activities. With its various challenges, the current climate led to the decision to allow municipalities to opt out of participating in the Index this year. Despite these difficulties, 40 municipalities chose to participate, including several for the first time. We thank the municipalities participating in this year's Municipal LGBTQ Equality Index for demonstrating willingness and commitment. Given the significant challenges of this period, we decided to approach the Index differently than in previous years. Amid the conflict, we chose not to publish rankings and positions but to focus on providing detailed verbal feedback.
