Opening Statement
2023 marks the fourth year we have conducted the "Municipal LGBTQ Equality Index" project. We've measured and quantified an unprecedented range of cities, regional councils, and settlements across Israel - tallying up to 85 municipalities. Our primary goal is to enhance the quality of life and the feeling of safety for every LGBTQ person, irrespective of their geographical position and socio-economic conditions. The Aguda - the Association for LGBTQ Equality in Israel, and the Municipal LGBTQ Equality Index team strive to meticulously evaluate the following domains: education, infrastructure, organizational structure, welfare, public visibility, and culture. These realms form the fundamental bedrock necessary for leading a lifestyle that acknowledges and caters to the diverse needs of all residents, particularly those specific to the LGBTQ community. Embarking on this trailblazing project, the Aguda is deeply cognizant of the pivotal role municipalities play in everyone's lives; they significantly shape the living conditions of each resident in their chosen habitat. This insight is increasingly recognized by decision and policymakers in municipalities, leading to substantial, life-altering measures ever since the Index was launched. Municipalities across the country, both large and small, are escalating their involvement and commitment of resources to the LGBTQ community. This has been facilitated through a sustained dialogue with local community leaders and guided by their professional coordinators, which helps deepen our understanding of their specific needs, desires, and those of their families and ensures the vibrant diversity is fully reflected in municipal policies. Today, most municipalities are acutely aware that the LGBTQ community permeates all walks of life and will not be silenced or marginalized within Israeli society. The days when we were forced to conceal and renounce our identity are behind us and must not return. The quest for equality will intensify until every LGBTQ individual feels secure in their life and voice, free from fear. Discussions about the community no
longer happen without their input; instead, they are integral participants and beneficiaries. The LGBTQ community is indivisible in the Israeli tapestry and won't be shoved aside. We span Arabs and Jews, religious and secular, present in every junction and frontline. The Municipal LGBTQ Equality Index will reach every municipality as we live and manage our lives in each city, village, region, and district. Municipalities stand up in areas where the Israeli government falls short in its duties towards citizens seeking equality and inclusion, demonstrating their power and potential. The Aguda is dedicated to numerous municipalities that recognize us as partners in forming an Israeli society where everyone is seen as equal. Through this project, we see solid partnerships and vigorous work with unending potential for enhancement. No matter how small it may seem, any action taken at the municipal level has an immeasurable impact. It can make a world of difference to a young community member or a resident facing systematic discrimination. That's why we are thrilled for the chance to assist an increasing number of municipalities year by year, all moving towards an Israeli society that wholeheartedly accepts all its citizens. Index Objectives
This marks the fourth year the Aguda has sought to gauge municipal policies, services, and attitudes towards the LGBTQ community. The 2022 Index assessed a record number of cities, regional and local councils, and communities, 85 in total, with the future objective to measure every single municipality in Israel. The objective of the Index is to highlight the importance of addressing LGBTQ community issues locally. We aim to do this by focusing on several key areas - education, infrastructure for LGBTQ community activities, welfare, public visibility, and culture - all of which offer numerous points of connection between municipalities and residents in their everyday lives.

Of the 85 municipalities approached by the Aguda, 71 cooperated and participated in the Index. This represents a substantial increase of approximately 37% in the scope of the Index compared to last year, when only 52 municipalities took part.

This year's average national score stands at 51 - a decline of 7.6% compared to last year's average. The median score is 50. This decrease can be attributed to the early stages of creating responses for the LGBTQ community, where many of the municipalities new to this year's Index find themselves.

Among the municipalities evaluated last year and this year, 12 improved their Index score by at least 10 points. Conversely, 14 local municipalities saw their score drop this year, 6 of them by at least 10 points.

The area where municipalities in Israel spend the most, notably, is culture , encompassing events for the LGBTQ community throughout Pride Month and beyond. This significant difference could suggest a preference for hosting events over concentrating on local issues and improving the well-being of the LGBTQ community within different municipalities.

Education
Examining Key Themes within the Area of Education 1. Is there an active LGBTQ youth group in the municipality? If so, does the municipality contribute financially? 2. Has the municipality facilitated training sessions in the past year for education staff on topics like LGBTQ youth or families in partnership with any organizations from the Coalition of Organizations? (This includes teachers, kindergarten teachers, school counselors, etc.) 3. Does the municipality provide resources and educational material to its staff for observing special occasions related to the LGBTQ community? 4. What percentage of schools have students participating in workshops conducted by Hoshen or any other organization within the Coalition of Proud Organizations (this applies to grades seven and above)? 5. What portion of state-religious schools have participated in training the Shoval organization provides? 6. Is a designated person handling LGBTQ issues in the educational and psychological service (Shefah)? 7. Over the past year, has any training been organized for the Shefah staff and educational advisors on topics relevant to LGBTQ youth in conjunction with an organization from the Coalition of Organizations? Examining Key Themes within the Area of Welfare 1. Does a dedicated social worker, who is responsible for LGBTQ matters, serve in the municipality's welfare/social services department? 2. Has any training been conducted over the past year for welfare staff on LGBTQ issues? 3. Are there additional welfare services tailored to specific groups within the LGBTQ community (for example, services for the seniors, support for individuals dealing with addictions in the LGBTQ community, couple and family therapy for same-sex families, treatment adapted for the transgender spectrum, support for victims of homophobic violence, etc.)? 4. Has the municipality promoted or encouraged establishing a support group for parents of LGBTQ individuals, run by the Tehila organization or the municipality in partnership with a community organization? Has the municipality contributed to its funding? Examining Key Themes within the Area of Visibility in Public Spaces 1. Has the municipality displayed pride flags or LGBTQ symbols during Pride Month at the city hall or other public spaces? 2. Over the past year, has the municipality officially recognized the LGBTQ community through its online and offline channels? 3. Has the municipality included representations of the LGBTQ community (for instance, featuring a proud family) in its official city advertisements, such as on social media, its website, or public billboards? 4. Has the local municipality provided information about how to connect with LGBTQ community organizations or contacts within the municipalities which can be approached regarding LGBTQ issues or in cases of homophobic harassment or violence?
Education is a crucial area where positive societal change can be catalyzed for the LGBTQ community. In this regard, it is possible to meet the diverse needs of LGBTQ youth, establish safe spaces in schools, foster openness and inclusivity of diverse identities, and equip staff with the tools and knowledge to work with the community effectively.
Welfare
The Welfare area aims to evaluate the extent of the psychosocial response for the LGBTQ community within the municipality. This domain encompasses services related to direct emotional care and training of welfare teams.
The area of visibility in the public space refers to the representation of the LGBTQ community in the municipality. This representation provides a significant opportunity for a sense of belonging and connection to the place and enhances personal security feelings. Visibility in Public Spaces

Examining Key Themes within the Infrastructures and Organizational Structure 1. Are the forms, written or used by the municipality, tailored for the LGBTQ community? 2. Is a designated employee or student in the municipality responsible for managing the broader LGBTQ community's concerns? 3. Does the municipality have an official committee for the LGBTQ community? 4. Is there an official and public appointment of a municipal representative who manages LGBTQ affairs appointed by the head of the municipality? In regional municipalitys, it is feasible to register a committee chair for LGBTQ community issues. 5. Does the municipality operate a regular center for diverse LGBTQ community activities? 6. Has the leader of the municipality faction signed the "Pride Platform" of the Aguda? 7. Has the municipality approved dual registration for unmarried cohabiting couples to receive rights and services from the municipality? 8. Has the municipality endorsed a call for developing and implementing programs for LGBTQ communities, or is there a budgeted strategic plan for the community? 9. Has a need assessment been conducted among the LGBTQ community by an approved Ministry for Social Equality supplier? 10. Have municipal employees, outside of educational teams, received training on LGBTQ issues (for instance, community policing, municipal service departments, etc.)? Examining Key Themes within the Area of Culture 1. Was an event held to commemorate Pride Month in the municipality, funded by the local municipality, during the summer of 2022? 2. Did the municipality initiate and/or organize an event centered around the LGBTQ community outside of Pride Month (an activity for the general public and/or the LGBTQ community)? 5. This area addresses critical community commemoration days, fostering the local community, and substantive opportunities for partnership between the local LGBTQ community and the general public. Within this area, we also sought to examine the level of acknowledgment and public support from senior officials in the municipality.

The bonus questions touch on three different areas added to the Index this year. They will become a standard part of the Index in the future: the community's work within municipalities in employment, education, and the healthcare provided to community members.

This marks the first time Givatayim has clinched the top spot in the Index. The municipality channels considerable resources into hosting cultural events year-round, with notable success in health, education, and educational staff training, welfare, and municipal staff. The municipality works hand in hand with esteemed organizations, devoting consistent attention to its community members throughout the year. The Ramat Gan municipality is steadfast in its commitment to professionalism, constantly pushing for excellence in its services to its LGBTQ community. The city supports and spearheads initiatives that have shown consistent growth year after year. The local Pride Center, managed by the head of the department, keeps enhancing its collaborations with community members, enriching the programs and services offered to the diverse LGBTQ communities within the city. Rishon LeZion continues to shine as one of the most proactive cities supporting its LGBTQ population. The municipality takes the initiative and collaborates with residents and community organizations, demonstrating an ongoing willingness to evolve and expand its services. The city strongly emphasizes providing complete services in areas such as welfare, culture, education, and community development, addressing the needs of the various groups within the LGBTQ community. The Kfar Saba Municipality occupies an honorable fourth place this year after a year of consistent efforts for its LGBTQ community. The municipality significantly emphasizes the city's various sub communities by providing various services and activity groups. Moreover, it is taking strides in developing and empowering the local community and encouraging independent initiatives. Tel Aviv-Yafo leads in LGBTQ culture, initiating and hosting dozens of cultural events catering to various and diverse sub communities. Additionally, thanks to its budget allocations and extensive resource dedicated to the Pride Center operating in the city, the municipality has established itself as a hub for LGBTQ-focused social and welfare services. This, and its exceptional collaboration with community organizations, serves as a beacon for municipal work for the LGBTQ community.

The Kiryat Ono Municipality continues to show progress year after year. The municipality is deeply committed to collaborating with the local community, ensuring an open line of communication with its residents. It devotes considerable resources towards enhancing the skills of education and welfare staff in the city, with an ultimate goal of tailoring services to meet the diverse needs of the city's LGBTQ communities. This is the first year that the Drom HaSharon Regional Council has participated in the Index, and it already respectfully represents the activities of regional councils for their LGBTQ residents. These are spread across a unique and diverse range of villages and settlements, each with its distinct character and over a broad geographical area. The municipality's work mainly focuses on team training, education, and cultural services for local communities. The Kiryat Bialik Municipality catapulted to the top of the Index with impressive progress in working with the LGBTQ community. There's been a significant shift across all domains, encompassing education, mental health support services, infrastructural changes in the municipality, and abundant cultural celebrations. The city proudly collaborates with the LGBTQ community, fostering an environment where active engagement in bringing about local change is greatly encouraged. This year, the Modi'in-Maccabim-Re'ut Municipality continues to show significant and steady progress in supporting its local LGBTQ community. The municipality shines in its endeavors for the younger generations, driving an annual strategic initiative while emphasizing the LGBTQ community's visibility and engagement within the public arena. This year it marked a significant ranking leap for the Be'er Sheva. which now stands as the southernmost municipality with the highest score on the Index. In collaboration with 'The Pride House in Be'er Sheva,' the municipality is committed to fostering, developing, and providing services for the local community. Be'er Sheva strives to establish a secure, accommodating, and welcoming atmosphere not only for its residents but also for the community residing in the neighboring municipalities.

There's been a significant shift across all domains, encompassing education, mental health support services, infrastructural changes in the municipality, and abundant cultural celebrations. The city proudly collaborates with the LGBTQ community, fostering an environment where active engagement in bringing about local change is greatly encouraged. Ramat Hasharon Municipality spearheads numerous meaningful campaigns for their local LGBTQ community. These range from setting up a Pride House and organizing resident forums for LGBTQ individuals to offering comprehensive, professional support in welfare services, education, and staff training. Additionally, the municipality has sanctioned partnership registration for LGBTQ couples, demonstrating the successful implementation of this policy. Once more this year, the Shoham Local Council displays advancement across all interfaces, catering to the needs of the LGBTQ community. The municipality continues to excel in delivering services in education, training, and ensuring visibility in public spaces. This notably impacts the sense of personal safety for the local LGBTQ community. The municipality carefully considers structuring and grounding processes resilient and foundational, serving as a model for similar municipalitys promoting inclusion and diversity. Haifa Municipality persists in its efforts for the local LGBTQ community. The Communities House for Pride and Tolerance stands as a city center that offers social, therapeutic, and cultural resources to the community. Over the past year, it has promoted active community engagement within the city, allowing for more tailored responses to emerging needs.

The Ra'anana Municipality continues to exhibit remarkable achievements and initiatives for the LGBTQ community this year. The municipality advances visibility in public areas and organizes various pride cultural events throughout the year, particularly during Pride Month. The municipality supports local community organizations and inaugurated a Pride House this year to cater to the local community. The Hod Hasharon Municipality consistently moves upwards in the Index, particularly in its broad support for the LGBTQ community. The municipality delegates roles to benefit the community further, invites community organizations for diverse service provider training, and ensures extensive visibility in public spaces. Moreover, the city hosts numerous cultural events for the community, especially during Pride Month and throughout the year. The Ashdod Municipality consistently improves its standing in the Index, displaying significant achievements concerning the welfare of the city's LGBTQ community. The municipality invests considerable resources in training officials and service providers to cater to the community better. In addition, it supports community organizations operating in the city financially and materially, strengthening collaborations. A permanent community center is scheduled to open in the city next year. This year, the Herzliya Municipality has been notably active in providing teaching, education, and welfare staff training, delivering knowledge, and many responses to educational institutions. Furthermore, the municipality has initiated projects to enhance the health of the LGBTQ community, such as setting up an LGBTQ health clinic that is made accessible to all the HMOs (Kupot Cholim) once a month.

The Aguda – representing the LGBTQ community in Israel since 1975, and promoting its social and legal status, striving for full equality. It holds social, cultural, and community activities. The non-profit organization operates educational, advocacy, and psychosocial services for people living with HIV. The house is a safe and inviting space. The society started in 2017, intending to expand the necessary knowledge base and proficiency to ensure high-quality medical treatment for the LGBTQ community. Distribution of medical information, advocacy and fighting LGBTQ-phobia among medical staff, promoting health among the LGBTQ community, encouraging research, and influencing decision-making and policy related to LGBTQ health. lgbt.med@ima.org.il Bat Kol – The religious LBTQ women's organization – the only organization in Israel that is a home and a community for women, operating for a female LBTQ voice in both the Israeli LGBTQ community and religious circles. The organization holds support groups for families across the country, special groups for the religious community, groups of parents of transgender children, and meetings with young individuals that are part of IGY. The Israeli LGBTQ Student Association creates communities and operates on over 30 campuses nationwide. In addition, it operates a student residential community network and several national professional communities in health, education, and care. The association is a home for LGBTQ students on campus and creates a social LGBTQ space with equal rights and tolerance for the LGBTQ community in academia. achvalgbt.org.il students@lgbt.org.il Alliance Lioness – The organization for families of individuals who identify as transgender or are gender variant. The organization has about 400 volunteers and more than 4,000 members between the ages of 18-23 participating in ongoing activities throughout the year. office@igy.co.il Hoshen - The educational and advocacy organization for the Israeli LGBTQ community. The goal of the organization is to promote tolerance of topics related to sexual orientation and gender identity, eradicate LGBTQ phobia in Israeli society, and train professionals to work with the LGBTQ community.
