Opening Statement

2023 marks the fourth year we have conducted the "Municipal LGBTQ Equality Index" project. We've measured and quantified an unprecedented range of cities, regional councils, and settlements across Israel - tallying up to 85 municipalities. Our primary goal is to enhance the quality of life and the feeling of safety for every LGBTQ person, irrespective of their geographical position and socio-economic conditions. The Aguda - the Association for LGBTQ Equality in Israel, and the Municipal LGBTQ Equality Index team strive to meticulously evaluate the following domains: education, infrastructure, organizational structure, welfare, public visibility, and culture. These realms form the fundamental bedrock necessary for leading a lifestyle that acknowledges and caters to the diverse needs of all residents, particularly those specific to the LGBTQ community. Embarking on this trailblazing project, the Aguda is deeply cognizant of the pivotal role municipalities play in everyone's lives; they significantly shape the living conditions of each resident in their chosen habitat. This insight is increasingly recognized by decision and policymakers in municipalities, leading to substantial, life-altering measures ever since the Index was launched. Municipalities across the country, both large and small, are escalating their involvement and commitment of resources to the LGBTQ community. This has been facilitated through a sustained dialogue with local community leaders and guided by their professional coordinators, which helps deepen our understanding of their specific needs, desires, and those of their families and ensures the vibrant diversity is fully reflected in municipal policies. Today, most municipalities are acutely aware that the LGBTQ community permeates all walks of life and will not be silenced or marginalized within Israeli society. The days when we were forced to conceal and renounce our identity are behind us and must not return. The quest for equality will intensify until every LGBTQ individual feels secure in their life and voice, free from fear. Discussions about the community no

longer happen without their input; instead, they are integral participants and beneficiaries. The LGBTQ community is indivisible in the Israeli tapestry and won't be shoved aside. We span Arabs and Jews, religious and secular, present in every junction and frontline. The Municipal LGBTQ Equality Index will reach every municipality as we live and manage our lives in each city, village, region, and district. Municipalities stand up in areas where the Israeli government falls short in its duties towards citizens seeking equality and inclusion, demonstrating their power and potential. The Aguda is dedicated to numerous municipalities that recognize us as partners in forming an Israeli society where everyone is seen as equal. Through this project, we see solid partnerships and vigorous work with unending potential for enhancement. No matter how small it may seem, any action taken at the municipal level has an immeasurable impact. It can make a world of difference to a young community member or a resident facing systematic discrimination. That's why we are thrilled for the chance to assist an increasing number of municipalities year by year, all moving towards an Israeli society that wholeheartedly accepts all its citizens. Instead of casting them out, we aim to nurture new generations of empowered LGBTQ individuals who can grow in reality abundant with opportunities, acceptance, and inclusivity without any compromises.
