This year's average national score stands at 51 - a decline of 7.6% compared to last year's average. The median score is 50. This decrease can be attributed to the early stages of creating responses for the LGBTQ community, where many of the municipalities new to this year's Index find themselves.

Among the municipalities evaluated last year and this year, 12 improved their Index score by at least 10 points. Conversely, 14 local municipalities saw their score drop this year, 6 of them by at least 10 points.
