Municipal LGBTQ Equality Index The Aguda – The Association for LGBTQ Equality in Israel

Opening Statement
We are pleased to present the fifth annual Municipal LGBTQ Equality Index, which evaluates municipalities' investments in the LGBTQ+ community across Israel. The Index embodies The Aguda's core values of respect, equality, and inclusion. It highlights local engagement in education, municipal infrastructure, welfare, public visibility, and culture for the LGBTQ+ community. This year's Index was conducted under limited conditions due to wartime events. We have endeavored to recognize municipalities' efforts in the months preceding the conflict, surveying forty cities, regional and local councils, and settlements. We extend our heartfelt appreciation to the LGBTQ+ coordinators, council members, community organizations, and local communities for their dedicated work promoting LGBTQ+ rights at the municipal level. Their commitment to providing services and advocating for equal rights in cities and councils nationwide is invaluable. The past year has presented unique and significant challenges alongside the achievements highlighted by the Index. The judicial overhaul has introduced uncertainty regarding LGBTQ+ rights, creating tension between municipalities and the central government. Despite this, many municipalities demonstrated unwavering support for the LGBTQ+ community, issuing declarations of support and pledging to continue their advocacy even in the face of potential funding cuts or adverse legislative changes. These municipalities recognize the importance of maintaining a safe and inclusive environment for all residents, regardless of central government policies.

The events of Black Saturday and the subsequent war brought significant challenges to the LGBTQ+ community at the local level. Community members were actively involved in defense efforts and volunteered across various sectors of Israeli society. Meanwhile, many LGBTQ+ individuals experienced the distress of evacuating their homes amidst heightened anxiety and danger. This crisis also led to the postponement of municipal elections, creating uncertainty regarding the continued attention to LGBTQ+ community needs within various municipalities. Despite these challenges, significant opportunities have emerged. The complex security and political landscape has underscored the necessity for collaboration between municipalities, civil society, and community organizations. Furthermore, the election postponement has allowed for the continued advancement of essential issues within the municipal arena and strengthening relationships with key municipal figures. The ongoing efforts of municipalities to support the LGBTQ+ community inspire hope and optimism. Through collaboration, tolerance, and inclusion, we can continue to progress towards a just and better Israeli society for the LGBTQ+ community. With an understanding of the broader impact of our work, we are proud to present the 2023 Municipal LGBTQ Equality Index.

Index Objectives
For the fifth consecutive year, The Aguda seeks to measure municipalities' policies, services, and responses toward the LGBTQ+ community. The objective of the Index is to prioritize engagement with the LGBTQ+ community at the local level and assist municipalities in formulating a systematic and beneficial work plan. Measurement serves as the tool to achieve this goal by examining key areas: education, municipal infrastructure, welfare, visibility in public spaces, and culture. The Index aims to scrutinize these areas because each involves numerous ongoing daily interactions between the municipality and its residents. By dividing the Index into specific areas, we can evaluate the municipalities' activities across several criteria rather than solely focusing on the number of events held. Data from the 2022 Index indicated that the education sector received the lowest average score among municipalities. Consequently, this year, we decided to emphasize this area, adding sections and increasing its overall weight in the Index score. This is intended to encourage and enhance educational activities for the LGBTQ+ community. This year, the ongoing conflict created a challenging reality that required adaptation and flexibility. Additionally, many coordinators responsible for completing the Index were called up for reserve duty or engaged in emergency activities. With its various challenges, the current climate led to the decision to allow municipalities to opt out of participating in the Index this year. Despite these difficulties, 40 municipalities chose to participate, including several for the first time. We thank the municipalities participating in this year's Municipal LGBTQ Equality Index for demonstrating willingness and commitment. Given the significant challenges of this period, we decided to approach the Index differently than in previous years. Amid the conflict, we chose not to publish rankings and positions but to focus on providing detailed verbal feedback. Municipalities in Israel allocate the most investment to culture, encompassing events for the LGBTQ+ community during Pride Month and throughout the year. The municipality's declared support for these events reflects this investment, among other indicators. Welfare and Municipal Infrastructure
As in previous years, the education sector continues to rank last. This category encompasses responses for youth, training for educational staff, counseling for children and youth, and additional related activities. The third areas, tied in ranking, are Welfare and Municipal Infrastructure. The Municipal Infrastructure area focuses on structural changes within the municipality, enhancing accessibility and adaptation of existing services, and allocating resources to promote the LGBTQ+ community. This includes developing strategic plans, staffing key positions dedicated to these issues, and mapping the community's needs within the municipality. The Welfare area addresses the welfare and mental health services for the LGBTQ+ community within the city. Education

Education
The education sector is pivotal for fostering social change to benefit the LGBTQ+ community. It can address the needs of LGBTQ+ youth in all their diversity, create safe spaces in schools, promote openness and acceptance of diverse identities, and equip staff with the tools and knowledge necessary to support the community effectively. Questions examined in the education category 1. Is there an active LGBTQ+ youth group in the municipality? If so, does the city provide financial support for it? 2. How many educational staff in elementary schools and kindergartens have received training from Hoshen/Minad on LGBTQ+ topics? 3. How many educational staff in state schools, from grade 7 and up, have received training from Hoshen/Minad on LGBTQ+ youth? 4. Does the municipality provide the education department staff with knowledge and materials for marking special LGBTQ+ community occasions? 5. How many state schools were workshops held for students in the LGBTQ+ community (conducted by Hoshen, Minad, or another organization)? 6. How many educational staff in religious public education within the municipality have received training on LGBTQ+ topics or have been sent to external training? 7. Is there an LGBTQ+ coordinator in the educational psychology service? 8. Has there been training for educational psychology service staff and academic counselors on issues relevant to LGBTQ+ youth in the past year?

Welfare
The welfare sector aims to assess the comprehensiveness of welfare and mental health services provided to the LGBTQ+ community within the municipality. This includes various interventions related to direct emotional support and the training of welfare staff. Questions examined in the welfare category 1. Is an active social worker in the municipality's welfare or social services department responsible for LGBTQ+ issues? 2. Have there been training sessions for welfare staff on LGBTQ+ topics in the past year? 3. Are additional dedicated welfare services available for different subgroups of the LGBTQ+ community? (For example, senior citizens, addiction services, couple and family therapy for same-sex families, specialized treatment for trans individuals, support for victims of LGBTQ-phobia, etc.) 4. Does the municipality support and guide parents of LGBTQ+ individuals? (This could include parent groups, dedicated meetings for parents, and individual services specifically tailored for parents of LGBTQ+ individuals.)

The visibility in the public spaces sector pertains to representing the LGBTQ+ community within the municipality. This representation plays a crucial role in fostering a sense of belonging and connection to the community while enhancing personal safety. Questions explored within the visibility in public spaces category 1. Did the municipality display Pride flags or dedicated signage for Pride Month on government buildings or public spaces during Pride events? 2. Did the municipality engage with the LGBTQ+ community through its official platforms in the past year, both online and offline? 3. Did the municipality incorporate LGBTQ+ representations in its official publications (both online and offline) that are not directly related to the LGBTQ+ community? For example, a same-sex family could be featured in a Family Day publication or a new neighborhood advertisement. 4. Did the municipality provide information on how to contact LGBTQ+ organizations or relevant municipal officials regarding LGBTQ+ matters or in cases of LGBTQ+ phobia-related incidents?

Municipal Infrastructure
The municipal infrastructure sector encompasses structural changes and the enhancement and adaptation of existing services. This includes allocating resources to support the LGBTQ+ community, developing strategic plans, staffing key positions dedicated to LGBTQ+ issues, and assessing the community's needs within the municipality. This sector is crucial as it signifies profound changes within the city and represents concrete actions towards achieving equality. Questions examined in the municipal infrastructure category 1. Are municipal forms adapted to be inclusive of the LGBTQ+ community? 2. Is there an employee or scholarship recipient whose role is to coordinate LGBTQ+ community issues across the municipality? 3. Is there an official committee addressing LGBTQ+ community issues within the municipality? 4. Is there an official municipal representative appointed by the head of the municipality responsible for managing LGBTQ+ affairs? In regional councils, is there a publicly elected representative at the political level officially handling LGBTQ+ community issues? 5. Does the municipality operate a permanent center for various LGBTQ+ community activities? 6. Has the incumbent municipal faction (as of early 2024) signed the Aguda's 2023 Pride Platform? 7. Has the municipality approved civil union registration for unmarried same-sex couples, allowing them to receive municipal rights and services? 8. Has the municipality signed the call for proposals to develop and implement programs for LGBTQ+ communities, or does it have a funded strategic plan? 9. Has a needs assessment been conducted within the past three years among the LGBTQ+ community by an authorized supplier of the Ministry for Social Equality? 10. Have municipal employees (excluding education and welfare staff) had training sessions on LGBTQ+ topics, such as community policing or municipal service departments?

Culture
The culture sector significantly impacts the lifestyle of LGBTQ+ community members within the municipality. This sector encompasses important community celebration days, community-building initiatives, and key opportunities for collaboration between the LGBTQ+ community and the general public. We aimed to assess the recognition and public support level of top municipality officials within this sector. Questions examined in the culture category 1. Was there a municipality-funded activity to mark Pride Month in the summer of 2023? 2. Did a senior municipality official attend this event? 3. Was the municipality promoting the Pride event through channels such as Facebook, the municipal website, or billboards? 4. Did the municipality initiate or organize activities related to LGBTQ+ topics outside Pride Month aimed at the general public or the LGBTQ+ community? 5. Did a senior municipality official attend any of these events? 6. Were these events, or any others, advertised by the municipality through Facebook, the municipal website, or billboards?

Bonus
The bonus questions pertain to four new sectors added to the Index, which we intend to integrate into future iterations: community activities within municipalities in employment, education, healthcare services for community members, and developing targeted responses for distinct groups. Additionally, a question addressing community support during the Israel-Hamas conflict was included. The bonus questions evaluated 1. Were measures implemented to promote employment opportunities for LGBTQ+ individuals within the municipality? (For example, adapting proposal calls to include all genders, providing training at employment centers, hosting discussions with the municipal business forum, etc.) 2. Were the Ministry of Education's guidelines for working with LGBTQ+ students and families with same-sex parents made accessible to educational staff? 3. Did the municipality conduct training sessions on LGBTQ+ topics for staff in informal education settings? 4. Were efforts made in collaboration with health funds to provide LGBTQ adapted medical services within the municipality? 5. Were steps taken to make LGBTQ+ community resources accessible in languages other than Hebrew? (Such as Russian, Arabic, Amharic, etc.) 6. Were initiatives launched to support the LGBTQ+ Arab community within the municipality? 7. Was a specific activity organized for the LGBTQ+ religious community within the municipality? 8. Were any other actions taken to support the LGBTQ+ community within the municipality that do not fit into the above categories? 9. Any activities or support measures implemented during the conflict can be mentioned here.

Givatayim has earned a spot in the top ten municipalities in this year's index, showcasing remarkable achievements across all evaluated areas. The city is highly attentive to the needs of its residents, including the LGBTQ+ community, working diligently and in collaboration with LGBTQ+ organizations. Notably, Givatayim has approved the registration of partnerships for unmarried same-sex couples and provides free, on-the-spot legal registration during significant events.

Implementing the Municipal LGBTQ Equality Index during wartime is an extraordinary achievement. Reflecting on the past year amid current turbulent times is particularly challenging. The Coalition of LGBTQ Organizations in Israel Organizations working together to advance public policy ensuring equal rights and a comprehensive response to the needs of the LGBTQ community.
The Aguda - representing the LGBTQ community in Israel since 1975, and promoting its social and legal status, striving for full equality. The Aguda provides LGBTQ community services and assistance and acts as a platform that integrates different organizations and groups that promote the LGBTQ community in Israel. IGY - The LGBTQ Israeli youth organization operates in hundreds of groups, centers, and clubs in dozens of municipalities and local authorities, from Kiryat Shmona to Eilat. The organization has about 400 volunteers and more than 4,000 members between the ages of 18-23 participating in ongoing activities throughout the year. The Gila Project - serves as a home for dreams, mutual assistance, change in policy and accessibility, resources, and opportunities for the Trans community. The project offers training for professional staff, accompanying trans individuals, legal aid, and is involved in policy change, emphasizing the needs of the Trans community in the social economical-geographical-national periphery. Tehila - A non-profit organization that provides social and emotional support by parents for parents and family members of LGBTQ individuals. The organization holds support groups for families across the country, special groups for the religious community, groups of parents of transgender children, and meetings with young individuals that are part of IGY. In addition, Tehila also advocates through meetings of personal testimonies across the country. Hoshen - The educational and advocacy organization for the Israeli LGBTQ community. The goal of the organization is to promote tolerance of topics related to sexual orientation and gender identity, eradicate LGBTQ phobia in Israeli society, and train professionals to work with the LGBTQ community. Hoshen operates with diverse groups of students, teachers, kindergarten teachers, universities, medical staff, security forces, and businesses. The LGBTQ Pride House of Be’er Sheva and The South - A home for the LGBTQ community in Be’er Sheva and the South and an umbrella organization for other LGBTQ organizations in the South. It holds social, cultural, and community activities. The house operates actively in the fight for LGBTQ equality and represents the community in the South. Shoval - Shoval (“That everything was created in His honor”) is a dialogue and advocacy organization for accepting LGBTQ individuals in the religious community. LGBTech - The organization promotes diversity and inclusion of the LGBTQ community in the Israeli workforce. We aim to ensure employers in all sectors of Israel have sufficient professional knowledge of the unique employment needs of LGBTQ individuals and the tools to meet these needs. The Society for LGBTQ Health - One of the professional societies of the Israeli Medical Association. The society started in 2017, intending to expand the necessary knowledge base and proficiency to ensure high-quality medical treatment for the LGBTQ community. Distribution of medical information, advocacy and fighting LGBTQ-phobia among medical staff, promoting health among the LGBTQ community, encouraging research, and influencing decision-making and policy related to LGBTQ health.

The Israeli LGBTQ Student Association - creates communities and operates on over 30 campuses nationwide. In addition, it operates a student residential community network and several national professional communities in health, education, and care. The association is a home for LGBTQ students on campus and creates a social LGBTQ space with equal rights and tolerance for the LGBTQ community in academia. Trans Israel - The nonprofit organization was established in 2020 to promote trans-women rights in Israel, regardless of race, religion, nationality, ethnicity, age, and sexual orientation. Bat Kol - The religious LBTQ women's organization – the only organization in Israel that is a home and a community for women, operating for a female LBTQ voice in both the Israeli LGBTQ community and religious circles. They are partners in the coalition of religious LGBTQ organizations. Alliance Lioness - The organization for families of individuals who identify as transgender or are gender variant. The organization's goal is to implement support and reaffirm transgender children within families, institutional frameworks, and the Israeli society as a whole, and by that, take care of their well-being. Ma'avarim - Israeli Trans Community – Empowering the trans community through knowledge and resources. The organization operates to make knowledge accessible for trans individuals, their friends and families, and professionals; Develop activities and address local needs; and promote policy change to benefit trans and gender variant people. The Jerusalem Open House for Pride and Tolerance - An organization for social change that operates a multidisciplinary treatment and educational community center to turn Jerusalem into a city where every individual can have the freedom to be themselves, live their lives, and build a liberal, pluralistic model society, where the LGBTQ community has equal rights. The LGBTQ Frameworks of Otot - Otot addresses the needs of teenagers, and at-risk youth, including providing shelter and out-of-home settings, utilization of rights, and the tools to live functional lives in Israeli society. The organization operates two long-term and two short-term hostels for the LGBTQ community. The LGBT Center - The home for the LGBTQ community in Tel Aviv, and a framework for national activities, leading processes of community building, and addressing the needs of many non-ununionized groups. The center holds many social and therapeutic group meetings, performances, shows, parties, exhibitions, projects combating loneliness in senior members, mentoring and employment for transgender individuals, an LGBTQ clinic, and more. Israel AIDS Taskforce - The oldest and most prominent organization in Israel dealing with HIV/AIDS. The non-profit organization operates educational, advocacy, and psychosocial services for people living with HIV. Works to promote policy change; deals with discrimination complaints; operates a support line and test clinics for anonymous and rapid HIV and other STIs tests. The Communities' House for Pride and Tolerance - The Communities' House for Pride and Tolerance is a local center for LGBTQ communities in Haifa and the North. The house is a safe and inviting space. Our goal is to create a thriving and substantial LGBTQ community by developing LGBTQ culture, building a solid community, and providing diverse responses to the unique needs of the LGBTQ community. The LGBTQ Sports Club of Israel - Strives to integrate and strengthen the inclusion of the LGBTQ community in the sports world by empowering its members, training them, forming a community fabric between them, and promoting the sports world to be more inclusive, equal, and accessible to the LGBTQ community. Havruta - An LGBTQ organization serving the religious community, operating inwards for community empowerment and outwards for acceptance of LGBTQ individuals in the religious community, strengthening the Jewish identity in the LGBTQ community.
