Nonetheless, reports of abuse are few, punishment of the abusers is minimal and the frustration of professionals in this regard is great. Detecting and identifying possible abuse of children with disablitiesof SUHVFKRRO DJH LV SDUW RI WKRVH IDFWRUV WKDW FDQ SURMHFW VXUYLYDELOLW\ DQG UHFRYHU\ The child development centers and units are a meeting-point for medical staff and health care professions working with children with disablitiesand their families. Coming together in this framework enables pinpointing the various needs of the FKLOG DQG KLV IDPLO\ LQFOXGLQJ WKH LGHQWLƉFDWLRQ RI SRWHQWLDO VLWXDWLRQV RI ULVN DEXVH and neglect. However, it is with these professional teams in particular that many GLIƉFXOWLHV DULVH LQ UHSRUWLQJ SRWHQWLDO ULVN $GGLWLRQDOO\ WKH WKHUDSLVWV DW WKH FKLOG development centers are perceived as caregivers whose presence is consistent in the child’s early life stages. In order to help these teams, the Health Ministry, the Child Development Department and theDepartment for TreatingDomesticViolence of the national social work services, in collaboration with the Haruv Institute, established by the Israel Schusterman Foundation, initiated study days to train multi-disciplinary staffs. The goals of the study days: 3UHVHQWLQJ DGYDQFHG NQRZOHGJH RQ WKH GHWHFWLRQ LGHQWLƉFDWLRQ DQG WUHDWPHQW RI children who may have suffered abuse. Discourse with parents and children about possible abuse in the family. Removing the barriers for professionals working with children and families where there is suspected abuse. Working on continuous reporting and treatment: becoming familiar with welfare, law and health agencies in the community that treat children who may have suffered abuse.
